My experience: During long holiday, Cambodian people often head straight to Sihanoukville beach. The large hotels are quickly fully booked. Its also the time many Cambodian people leaving Phnom Penh for Svay Rieng, Prey Veng provinces and Ho Chi Minh city. And the Neak Loung ferry is always overloaded, making the travel time between Ho Chi Minh city and Phnom Penh becoming longer than usual ( 8 - 10 hours up)

30th April and Vietnam traditional new year are Vietnam long public holidays and a lot of Vietnamese people going to Phnom Penh and Siem Reap cities. Its often crowded at Moc Bai - Bavet checkpoints!
